That's the trick.
"Fog" forms when available moisture (your breath) reaches the right temp to condense. It varies, but basically we create a micro climate inside the helmet.
Venting will not only release the moisture but changes the temp and can change the "dew point" in that micro climate. If venting doesn't change the situation or it gets bad,, just breath out of your mouth directing your breath down and out of the helmet.
It kind of sounds like rocket science,, but it ain't. Your the one that's fogging up your helmet,, just stop doing it.

That's fine if it is 45 degree's but last night it was 27 and opening the visor was the only way I could see but my face was freezing and my eye's were watering from the cold air blowing in.

Breathing down and through my mouth always worked for me. But I don't ride under 35. Did you ever hit Black ice, riding under freezing, at night?

No I will not ride if there is any moister when it is this cold or if there is any snow on the ground, scared of snow melt and the frozen ground.

Just go to any non-Harley dealer and ask about a Pinlock options for unsupported visors.
