I made mine with a bolt and washer. Check out the photos of Snuff or Not...which is not dip or chewing tobacco.

Potatoes? LOL! that's a visual :-)
Thanks for the info on the Lollipops, that is exactly what I was hoping for. I will try to make some as I have some pieces of metal that I can cut and weld in the garage. You guys have given me some great ideas. If not, I can always try the Thunder torque that was mentioned.
As for the tuning, my wife got me a V&H FP3 for christmas so it would be interesting to see how the autotune handles the lollipops. It is a '14 FLSTC so yes, it does have EFI.

I used this one time and it helped http://www.nightrider.com/biketech/exhaust.htm .
Make a tunable baffle by purchasing a 1/4"x1" thumb screw or taking a 3/4" outside diameter washer and weld it to the top of a 3/4" x 1/4" bolt. Now Drill a 1/4" hole about 1" from the end of the drag pipes. Take the tunable baffle and place a 1/4" nut and a lock washer (away from the large washer) the on it. Now insert your tunable baffle into the exhaust pipe like the example below.

I have the Thunder Torque Inserts and they have helped the lower end of my bike.
They will effect the tone of the exhaust but not necessarily the volume.
Wrapping baffles in fiberglass will likely be more effective at quieting the sound than the lollipops would. That's what Vance & Hines uses on their quiet baffles.

IME, no. If you want quieter, you need fiberglass-packed baffles. Maybe something like this?

JP also sells fiberglass mat to make your own baffles. That's the only way to reduce the volume. One guy at my work has an Evo Softail with the same pipes as me (V&H Longshots) and he has the Big City Thunder lollipops in them. I have the stock V&H regular baffles in my pipes and his is waaaaay louder than mine.

We do autotunes with the Power Vision and the FP3 all the time with the TTI's. Because of the unique design (patented) of the W version of the TTI's, they virtually eliminate reversion...this is a big benefit when autotuning.
