Which State is best for Biking
Im from UK, been to the US on a few corporate visits, Las Vegas, New York, Chicago, Louisville. Never been on holiday.
So, my question is which is the best state for Bikers, looking at criteria below
Must be sunny and warm all year
Minimal Rain
Relaxed Helmet laws
No exhaust limitations
No Modification limitations
No heavy emission restrictions
What are the general speed limits and are the strictly enforced ?
Or is it a case of the States have laws but they are not enforced ?
Anything else I should consider ?

Looking to move here or just visit? No place is perfect. Coming from the UK is have to say stay clear of the south in the summer. The northeast in the summer is pretty tolerable weather wise and I think you would be hard pressed to get your ***** busted over exhaust or other modifications most places over here unless your being an *** and give the powers that be a reason to put you threw the wringer. Having recently done a few trips out to UPSTATE New York and Pennsylvania I can say the riding is great. Stick to rural routes and the scenery is great and you can maintain 50+ mph all day. If your looking for a trip over during spring or fall you may want to go south. Virginia or Carolina's region. Little warmer than the northeast this time of year and again, great riding.

I'm not from the UK nor have I been there but the UK is cold, humidity doesn't exist. If you've never been to Florida the humidity will likely kick your *** and you'll be wanting to leave about an hour after you arrive.
But, it does check off a lot of your boxes. Northern California has the best roads for riding bikes, bar none. But we have all four seasons here. I ride all year but it does get cold in some areas.
Helmet - Mandatory
Exhaust - No restrictions, cops do not pull you over for loud exhaust
Modification limits - no limits
Speeds - enforced in cities but very little cops in the country where I do most my riding
Ride my Seesaw is probably spot on,
New Mexico or AZ are the two states you should consider highley.

There are many places that meet your criteria.
SouthWest USA is good for you. Heat is brutal in summer though. Not enjoyable at all. Risky too.
Every year, we get lots of Europeans during "holiday" that want to "experience" 120+ heat, so they drive out to Death Valley in summertime and go walk around. Within minutes, they discover this wasn't such a good idea, as heat stroke sets in. But, hey, the coyotes gotta eat too, right?
