That is 268 W Chimes St., Baton Rouge, LA. near the LSU campus. There was a Magoo's bar there once, with a Plasma Center next door, in the 70's and 80's. I found a few references to the bar and plasma center on some other forums, and found a recent pic; the bar was last a book exchange. The bar building has been torn down now, but the building behind it is still there. if you go to Street view on Google maps, it's pretty obvious this is it.

From Tiger Droppings Forum:

One head shop (The Kangaroo Pouch, which became The General Store), but had several good bars. Most notably were The Bayou and Magoo's. Magoo's had .35 Pabst Blue Ribbon beer and .15 pool tables and the bartenders NEVER checked i.d. It was a watering hole for local bikers.
Chimes Street was more of a hang-out for the non-frats and had a mix of personalities there. Lot's of 1960's hippies and cosmic cowboys, then later punks and new wavers. It started to go to ***** when the skaters started taking over and fricking up everything. Two-for-one longnecks Friday afternoons at the Bayou were legendary. I was a regular on Chimes Street from my high school days until I graduated from LSU in '84.
The Bayou used to have some good music. They didn't play the disco, urban cowboy, pop music crap du jour. It wasn't unusual for artists who performed in the Assembly Center to stop by the Bayou after their show for an impromptu performance and some cold beer. Used to love watching the Shitdogs perform. They were kind of like the Bayou's house band.

Figuring out how this works
Louisiana fits. Thanks for that. Apologies for not being up to speed on the system These were some of the photos that were my husbands that I wanted to fill in the blanks. It was the 70’s and you may know how that was...Most of the photos of his bikes I can place. I was stumped on if the bar was in Louisiana or Georgia. Thank you again!
