#1...Only if I know them. I've let fellow ridercoaches ride my bikes before.
#2...I have a bike with a centerstand. It would be very hard to topple over, so I've used this to demo "How to mount/dismount a motorcycle, from the rider position, OR the passenger position." Yes, I've had brand new riders mount my bike before. We take it step-by-step. Heck, I've had people that just want to see what it felt like, perched aboard my Tiger.
Heck, for my mom's 97th bday, I put her on my Dyna Superglide! (RIP mom.) Got a few pics.

I'm leery of letting others ride my bikes, but don't mind if someone wants to sit on either one.
My niece and nephew on my Aprilia about five years ago;

#1 No.
#2 Haven't let anyone on my FXDLS yet, but when i had my Breakout i didn't have a problem letting others sit on it. I was riding through Wales last year, i let loads of people sit on it and get photos, mostly older guys who had never had the chance to sit on a Harley before. Seeing them wander off with a big smile made it totally worth it. It's good to bring a little happiness into someones life.

only person I let ride my bikes is my nephew he is in his mid 30's now and has ridden bikes since he was about 6yrs old raced motocross and semiprofessionally hill climbed into his late 20's and has owned many bikes over the years including several Harleys probably a better rider than me! but he lives in a different state than I do so don't see him often but when he does visit we fire up a couple of my bikes and go for a ride!! He owns his own construction company and has done really well for himself well enough to own his own plane!! I am very proud of this kid my brother must have raised him right one of the most ambitious people I know he never slows down!! especially on two wheels!! other than that nobody else touches my bikes!!

2. I have let many sit on it. Just ask first.

As for letting somebody else ride it the answer is ït depends on who". My öne brother is a rider and so is my step son. I would make them ride it a parking lot first though cuz it's so different than 2 wheels.

Ha! I've often thought the same thing. I don't mean to if so, but I actually am OK with it this way. I have let friends sit on the bikes with only one incident...my Pops hopped on my Street Glide once and when swinging his leg over, managed to plant a really nice, (NOT), scuff on the bag lid. Every time I looked at that scuff I thought of him, so I lived with it. Ride?...absolutely not. And that's not because of the bike being so precious but rather the friendship. I don't want something to happen and then it gets weird.
