That's not how limiters work.... something is mechanically wrong. I'd take it back.
I never had one on a bike. But on a truck hit a certain speed and cuts out. You can tell it is doing it at that speed.

Now that is a guess.

If you can reproduce it, then ya the ECM is doing it. If there was a problem with the bike. You would get a check engine light next time you started it.
You can tell when something hits a certain speed and controls knock it bacl. First time you are surpried.
Does it do it in 5th and 6th? To rule out rev limiter which even carbed bikes have.
Pretty soon, it won't matter. Pretty soon, people will hop into their electric mobile office and tell the computer where they are heading, then jump on the internet and begin doing... whatever they want while they wait for the new gleaming alloy air-car to arrive at their intended destination.
To me, this is such a depressing though, it will however make road safer by removing the driving keyboard warriors from the road, or at least remove them from driving whilst texting
It’s not like it shuts the engine off like a rev limiter will It just throws a check engine light and reduces I guess the amount of fuel to the engine, once the bike drops back below 90 mph The check engine light will go off and I can accelerate
Sumpin is wrong. That’s not the way the speed limiter works.

I'll be long gone by then.
