if this is due to an adjustment or alteration the mechanic made, then the OP should NOT have to pay to get his performance back up to what it was.......I think I understand his beef .
will the shop pay for his tuner or undo whatever they did to lower his limit on speed....NO

Sportster xl1200 faster than m8
My 2010 Sportster 1200 ran 114 all the time, loaded. The 2016 103 I have now uses a thundermax ecm with diagnostic firmware. New update was offered during break-in but I never had service by dealer. I don't know what the top speed is but I KNOW it exceeds 100+. The firmware can be re-flashed by the dealership or maybe you can buy the software and cable and change it to your choice of parameters. It's not fair to a consumer to be restricted by a computer. Control and 1984!!!

I was simply curious because I know what the roads are like in Alabama, especially the back roads where you might could get away with those kinds of speeds, but because of the lack of maintenance on many, if not most, back roads here, I'm not sure you'd survive the pot-holes and general degradation of them. I already mentioned other potential hazards of blazing at 110+ mph in Bama. I am probably the #1 advocate for freedom and liberty on this board, so head on Brother, do your thang. You are free (as far as I'm concerned) to kill yourself any number of ways on any kind of road/highway/Interstate you wish to travel upon.
Here's a thread from about two weeks ago highlighting a rider driving at high speeds and eventually crashing. Most of the folks here weren't sympathetic to him much at all, partly because he was evading cops, but also on the basis of, "Play stupid games, win stupid prizes" type of attitude. I'm kind of surprised you haven't gotten the same kinds of replies, but whatever, all I did was express a curiosity as to where and what kinds of roads you were performing your stunts on. Not "where" as in give me the address, but where as in where are the roads safe enough to ride like that in Bama?
