If it is the carb and not an electrical issue take the pumper completely out of the system and see what happens, remember one change at a time till you find it.

If I had to guess, I'd say it's a 1970 XLCH 900. Show pics of whole bike.

I didn't think a Tillotsen carb would be found on a 74. Not on purpose, anyway. Well, now we know it's much older.

Looks like it has 1000cc rocker boxes.

Rockers are interchangeable weather 900 or 1000.

it is a 74 sportster it was crashed in 97 and my grandfather had to rebuild the whole bike from the ground up all that he could save were the heads, pistons, cylinders, right case half and the carb.there were a few other pieces but i cant remember what they were. my grandfather put together a lot of sportsters and he used whatever he had lying around to put this bike back together its actually in a 69 frame. the left case half is from a 73. so yea not much was left of the bike. i know this bikes entire history. since its been in my family since 1975

That is NOT a '74 bottom end.
