Now you know why all us old school guys wear pants that always look too long when we're not on the bike Unless you're big food blister try boot cut or peg leg jeans .

Velcro strips work great. They work better if your jeans are a little longer.

I wear flare leg jeans and mine actually flip up and make a cuff.

I bought a pair of boot clips similar to these.

That's one anomaly of living in the Northern Hemisphere. If you happened to be living "Down Under" it would be the other pant leg that would be rising up. It's the Universe, go with it!
