No Power to the Instrument panel

No Power to the Instrument panel
While riding my 2006 Dyna Wide Glide home one day my bike started to stutter, and the lights on the tank mounted speedometer started to flicker. After I got home, I turned the bike off, and it fired right back up.
The next day I drove it and it ran fine. Went to crank it later that day, I hit the starter button, and it lost all power to the instruments in the IGN position. The speedometer back lighting will come on in the ACC position, and the horn will clunk, but it will not sound off. However in the IGN position there is no power; no clunk from the horn, no click from the starter, no head lights, nothing.
I have replaced the ignition switch, and the battery is fully charged. According to the volt meter, there is power to the ignition plug, and the ignition switch is not bad.
I am beyond puzzled and appreciate any advice and help.
Thanks!

Did you replace the ignition switch because it was bad?
I'm assuming you checked the fuses.
You didn't say how old the battery is, and even though it may be charged and shows correct voltage at rest, it should be load tested.
Go over the battery cables and make sure they are clean and tight, don't forget the ground cable since it's usually overlooked and a bad connection there will make the bike do crazy stuff.
Tell us what mods do you have, such as tuner, etc.

The bike is stock. I replaced the ignition because I thought that it was the source of the problem. All fuses and connections check out. There are 12.86 volts on the battery while it is sitting, however I have no way to load test the battery, as well as not knowing how to do it. Do you have any recommendations for that?
