System relay clicking

System relay clicking
2009 Sportster
Issue: bike won’t start.
Kill switch off, key on: everything normal.
Kill switch on: system relay clicks, fuel pump does not prime.
Battery is new and kept charged on a tender.
I’ve replaced both relays on the fuse box and checked all fuses. All 15a and the main fuse are in good order.
I have verified the clicking is the system relay and not the starter relay.
15a fuse does not get any power at any point. I turned on the kill switch with a meter connected and the fuel pump fuse was never energized.
This started when I accidentally hit the start button momentarily before the fuel pump had finished priming. Before that the bike ran perfect.
I’ve looked around and everything seems to be connected tight.
thanks for any help

1) Bike is in neutral- verified by rolling
2) I haven’t actually got to the point of trying to start the bike with the start button. Since the fuel pump isn’t priming. Just for fun I hit the start button and nothing happened.
3) No significant mods. I replaced my lights with LED’s 6 months back, but that’s it.

The 2 second timer runs the pump to bring up pressure.
Once cranking, CPS gets enough hits recorded, fuel pump relay then cuts on fuel pump and it runs all the time.
Return all OEM parts. Check battery connections. Take your AC / DC / Ohm meter and check battery for 12.7 volts DC after hitting lights on and off to kill maintenance charger surface charge.
Not all systems have a timer. Some just kick on pump with a relay tied to start circuit side. When you come off start, the CPS sends it's count to the ECM that grounds another relay to run fuel pump all the time. It takes two separate relay but works fine.
It just usually takes an extra second to start if it has set a while. No biggie but makes hearing fuel pump check a bitch.
