Ok, so the valve is in place, as pictured?
Try changing to 50 weight oil like your local shop guy says. I run it in my 77 and it works better than 20/50. It should cut your oil consumption.
Then you need to find the source of that leak by cleaning it off and keeping a good eye on it. It helps to put about four inches of rubber oil line hose on the bottom end of the vent pipe so the oily mist that always comes out of it does not get on the engine and confuse where the oil leak itself is coming from.

I hate to see these myths perpetuated.
The only IronHead Sportsters that leak any oil are the ones that are not properly maintained by their current owners. Any problems introduced by production anomalies back in the AMF era were fixed many years ago.
