Stage IV has no torque. If he was trying to just do a roll-on comparison, then no, the Stage IV won't keep up with a Stage II. But if you spin the revs up to 5500+, then yes, the Stage IV will destroy a Stage II bike.
I bought mine in 2016 only stage III was available I prefer torque over horse power used a very reliable engine builder Dynoed and heat cycled pulling 115 hp and 125 foot pounds of torque very good numbers it's a runner!
