How Harley is going to conform to new EPA regulations 3, 4 or 5 years down the way is pretty much a moot question. Vehicle manufacturers whether they have two or four wheels are designing the new vehicles with electric power for the future. These new engines have unbelievable horsepower and instant torque that puts an internal combustion engine to shame. If you have ever ridden one you would trade your potato-popper in a heartbeat.
The only thing is...don't buy one the first year they come out. We all know how that works for the MOCO. Who knows they might call the new engine the M10, ala Microsoft when they skipped Windows 9 and went from Win 8.1 to Win 10.

Here is the issue with this logic, Harley is probably not going to abandon the European market (and all of that money invested in being in line with the EU). Also, if this were really the case, wouldn't Harley have gotten that big fine lifted? I honestly haven't heard anything along that line at all. That's not to say that their fine hasn't been lifted or refunded.

The main reason the V Rod was discontinued is the cost to engineer it for the future emissions goals. Particularly the Euro 5. And they were already fully water cooled and oil cooled.
The M8 will have no problem. They are already to advance to future needs.
