CVO air cleaner

Would a 2018 117 CVO complete air cleaner assembly be considered a "high flow" system and will it bolt right up to a 2019 Road Glide Special 114?

As to whether it is a high flow system, it would probably depend on the air filter material. Looks like it will bolt up as both bikes use the same throttle body.
