I reckon he is referring to the fairing vent....
But I'm a smartass. I used to be a dumbass, but I studied hard and paid attention in class.
To answer the question, I've ridden in absolute downpours, and have never had an issue.
These machines were designed to be used outdoors.
Now if a man has taken something apart, and not reassembled properly, there could be a problem...

Water will enter the insides of the fairing for they are not sealed perfect. And a true leak point is the fairing vent, it is not sealed to the outer fairing. I know this for on my '14 SGS I had installed a Arc Audio Amp above the radio and washing the bike the water dripped into the amp, luckily it had circuit protection and shut down before any harm. I posted that in the Audio section and many were thankful for the tip to cover the amps that had top mounted connection or fans on the top. other folks found out the hard way as well. Everything factory H.D. in there is typically water proof.

I mentioned it because of the issue of a add on mounted on that tray
will get wet.
I also believe there are electrical connections in the fairing that are not water tight.
It would have been easy for Harley to seal it.
They seal the windshield and the outer perimeter of the fairing
There is foam on the top half of the air inlet
