Default Inside tank rust and tank liner???

So I bought a new take off tank from an xbones so its probably 5 to 8 years old, the outside is perfect, looks like factory new, the inside though has rust, it seems the tank was taken of and stored without being not rinsed or cleaned. The bottom where gas pooled up has rust and missing liner.

What are my options? Im pretty confident I can clean the rust but what about where the liner is missing? Do I leave it as is? Or add a liner/sealer without removing old liner?

I really dont want to remove old liner as it sounds tedious and dont want to damage the paint.

Thanks

Pics of rust, the rest of the tank looks good. I checked the tank currently on my xbones and it also has some rust in the same areas although not as much.

I restore vintage motorcycles and have used por 15 motorcycle tank kit many times with complete success. I still ride a por 15 restored sportster regularly. The tank is still clean after years of E10. Get the kit, follow the step by step instructions and you'll be fine

Which kit do you recommend, the one with stripper or the one without? Can I add liner on top of the existing liner?

Strip and reline it. Only good option. POR15 or the KBS kit.
