Default shovel comp sprocket

Almost done restoring my 1980 FXS. I had to go back into the primary and remove the clutch and compensating sprocket. I noticed the comp cover was sitting back away from the nut on the end but if turned counter clockwise the sliding cam would push the cover out to the nut. Is this right? The sprocket it self does not move, just the cover and once the cams push the cover to the nut the entire system tightens like it should. Turn clockwise and the cover moves down and away from the nut.
