I would think that you could use a relocator bracket similar to the one Kuryakyn already has to move the boards out and forward, to move them out and down, out and down and forward, etc. Similar to some footpeg lowering brackets for other bikes where you first install a bracket that lowers, then you bolt the stock peg to that. The downside with those is they always move the peg further away from the bike, making the shifter and brake lever geometry in relation to the peg a bit more awkward. Most H-D riders move the boards out anyway, so I don't see that particular issue being a big concern.
I might run the idea by my tool and die maker buddy and see what he thinks. Maybe there's something I'm missing. You'd think Kuryakyn would have tried it, or Suburban Machine or Knight's Design.
Maybe they just don\t think there's a big enough market. It's strange as when I had the Gixxer 1000 I could get all sorts of different peg relocators from different manufacturers, and then there was my BMW GS Adventure where you could get all different aftermarket parts plus one very large company dedicated to it in touratech. To be fair, Triumph were a little more limited too.
3 different floorboard locations were available on my Victory XC. My wife's Indian Chief didn't have the feature. Same manufacturer but they missed the boat on a great idea.
I was able to get out for a couple hours yesterday. Scraped the floorboards 4 times. Same roads, guess I just drive differently depending on the day. I've lived with the same floorboard position for years, think I'll stick to the standard placement for now. I put the stock brackets back on last night when I got home.

Can you clarify if you have the updated brackets or older ones like me? I scrape at least once every time I'm out. I definitely ride differently because I scrape.

They are not the newest ones which also extend out 1/2". I assume those would be worse. I could always adjust my riding around town, but it would always be on my mind. If I got on a winding road, I wouldn't be able to ride like I want, or at least like I can now. I scraped just going around a round a bout yesterday, less than 20mph. I will say they were more comfortable after I got used to them. I thought about swapping them out on highway versus twisties, but I would never be confident in either situation. Plus that's more hardware and weight to tote around.
I recently removed my TallBoy floor board brackets and installed Thrashin Supply Boards. While they might not sit as low they are just as comfortable and they have much better grip. They are also adjustable forward and back (3" total). I have mine set all the way forward.

Have you noticed a difference in comfort of the floor boards on longer rides being that they are not rubber mounted? I was looking at buying a set but I am worried vibration will drive me nuts on long rides.

I haven't noticed any difference in vibration. I will say they got rid of a lot of slop not having the rubber factory floorboards. I really like the added grip these boards have along with the extra space to move my feet around on longer rides.

Do you think the tall boy brackets would work with these boards? I wonder if the ability to tilt down in the rear coupled with bringing them forward would be positioned like having forward controls and bring the back end of the board forward for no scrape in turns.

I can confirm they do work with the Thrashin boards on the middle setting. on the forward setting they would slightly rub on the crash bar. They are a longer board so from what I could tell you do not gain any extra clearance with them all the way forward. My biggest concern was scraping these new boards while riding aggressively like I did on my stock boards with the tall boy brackets.
These boards are thinner than the stock boards since they do not have a rubber pad like stock. So that did help with the leg room just enough for me to be comfortable.
