Default Not starting when cold turns over so slow

Any tips would be great. When cold first start of the day in a garage that's 40 degrees bike just turns over to slow to start.. Warm it's fine.. Battery was replaced and that did not help.. 14.5 volts when running and battery 12.8 volts just resting on tender it holds 13.1..bikes 16 years old 2003 fxst.. Battery cables look hard to see since u can't see where they go.. Any tips?

I would check voltage at the starter - maybe corroded or loose connections.

It's not easy u can't really se much without taking things apart

What is the batt voltage when cranking?
That is the number to look at.

The starter is real easy to see past the dipstick. as suggested clip on a volt meter at the starter and watch it while cranking. If voltage drops below 10, look for a new battery. BTW you don't have 60w oil in there do you.

use a jumper cable to establish a second ground,that will identify a bad negative ground at the frame, also a battery cable from the positive to the starter will isolate that cable

Battery cable drops through the battery box to the starter under the oil tank. You can get to the boot that covers the connection and move it enough to see the nut that holds the cable on. With a lot of patience you can get a wrench on the nut, but it is a total PITA. That would be where I would look.
The ground cable should be attached to a ground strap just between the gas tank and the oil tank, visible when the seat is off.

Make sure you are in neutral when starting. And you are pulling in the clutch.
