Default Front forks

can someone enlighten me as to why they put the forks behind the pivot point on the ultra's?

It's something Eric Buell came up with. It places the total mass of the front end closer to the pivot point of the forks and reduces momentum when turning the front end.

Go ride a Pan or Shovel , you`ll notice that the steering is heavier at parking lot speeds even though the old bikes are lighter

Better low speed handling is what I always understood to be the advantage. One of the reasons they are so popular with law enforcement.

Yeah, that makes sense, low-speed control and stability is definitely why they’re favored in law enforcement.
