I can't tell for sure but it looks like it's delaminating.
I know , I had that Tire Layin around for about 2 years , I put it on 2 years ago then took it off then back on a couple of weeks ago , I had just finnished passing about 5 cars on hwy 4, 85+ When I smelled rubber , I stopped when I noticed the gouge . the tire was Rubbing the fender at High speeds , I saw after I took the Fender Off and looked under it , I had that fender fitted fur a smaller tire .

On the bright side, you hopefully did not have to refinish the paint on the fender. All that heat can ruin the paint too. You lucked out (sort of).....

Thanks ,, Dave ,, your lookin on the Bright Side fur me .. The Paint is OK the tire rubbed on the mount piece that goes under the Stock fender ..
