I got pulled over by a Trooper back in September and he told me that it was for sure illegal here in the fine state of Arkansas. He alson said that they never pull people over for it. They just mention it when they pull you over for something else. So I got a warning for the plates and I guess if I get pulled over again and I hadnt changed it, I would have gotten a ticket. I guess its just something to pull you over for.
