When I was turning wrenches as a teen at my Dad's garage, his service manager used to perform seemingly miraculous tune ups by simply loosening each spark plug 1/4 turn, reconnecting them, starting the motor up, putting a finger on the throttle and drizzling water down the carb throat, just like you said. He'd give it just enough gas to keep it from stalling, and the amount of carbon and crap that this procedure broke free from the works was enough to make it seem like a brand new engine.

I don't sock it. Water isn't going to hurt unless it's submerged. Back in the day I used to watch my dad pour water in his carbs while the motor was running to clean em out.
But if you must have a cover buy this instead of the unit from Auto Zone. You might have to trim a bit off of the cover to clear the carb top but that's an easy fix.
