You could use a small chisel to notch a slot for a flat head screw driver.

Take a cold chisel too it worth a shot..if not grind it off with a dremel tool..

Those are not caps are they??? Like the push in metal decorative ones Harley sells?
Try pulling one out with a pocket screwdriver

Used them before , the Allen bolt is just below the surface of the fork so the "cap" will set flush. Mine looked just like your picture.
