I am in Texas so your dealership may be different. I was quoted 23500 on the bike plus handling, dealer fees, setup, taxes, etc.
From my experience, I've always negotiated the price and not the fees. I think there is a psychological advantage in not trying to get them to "waive" the fees even if the end result is the same.
So, negotiate the price you want to pay for the bike and say you understand the fees will be on top of that. Let them know you are willing and ready to buy and that you're looking for their best offer.
It sounds like you've already talked pricing but what I usually do is have a price in mind that I would be willing to pay. If they offer something higher, you can tell them you were looking at something more like (X $). Usually, in any negotiation, the first one to mention pricing give us the advantage.
The key is being willing to walk away if they don't get to your number in 2 rounds of negotiation. It's not like a flea market so 2 rounds is probably sufficient to see if you can make the deal work.
Bottom line was that I asked for their best offer when MSRP was at 23K on a 2015 SGS. They said 22K and I said I was thinking about 19500 and they didn't blink an eye. That told me I had some more room there but I felt like I was getting a great deal and didn't wear out my welcome trying to milk every dime out of them. I knew I'd be in for about 1K in fees so OTD was just over 20500.

I was going to pay cash for mine as well but when they gave me the .99% financing, I jumped on it. Take the 20K and put in mutual fund and you'll make out great. The best thing was that there is no pre-payment on the loan either so I can always pay it off sooner if I choose.

I have been to six local dealerships within a hour, some start at MSRP and want to haggle and some have cut to the chase and give you their bottom line right away and won't budge.
The fact the OP and myself went to the same dealership and it seems he got a better price by 1k, drives me nuts. Maybe it's my trade, not as attractive to resell? Maybe because I came from work dressed business casual on my street bob? I either did something wrong or me walking out today will get me a better offer tomorrow...

Looks like my goal of getting a SGS by tomorrow has stalled and I'll have to roll the dice and see what's left mid-late August!

i just bought a 2015 Road King, ive never got better than MSRP with no set up no delivery... we dont have tax.... mine was 19k something.... base pluse the ABS and security....the deal was i got full retail on my 09 fat bob trade $10385... so i fell good about the deal only financed 11k they gave me 25% off my stage 1 at .99 % finance...rate
