No, the HD159 Ohlins looks like Howard's #3, which has separated gas and oil. His #2 is similar to Ohlins HD039, which is an emulsion type, which means the oil and gas inside the damper mix together.
Howard builds variants of shocks from the Ohlins parts bin that Ohlins themselves don't offer to their customers, although it is likely than one of his versions is the same or similar to their stock items.
