Mine is at 1300 when cold and lowers down to 960when warm as per thundermax settings.

Here's what I've been told by several HD mechanics.
The bike should idle at approx. 1100rpm to maintain the electrical charging system.
This is extremely important in early morning hours when most things; all the lights, heated accessories, etc. are being used or in "rush hour traffic" with a lot of stop and go type travel.
This rpm is needed to maintain the 14.75voltage required to maintain your battery.

cold 1200-1250.....warm/hot 950-1000, sounds like your is normal!!!

When it was really cold outside, 1000 after warm up. When it's warm outside 850-900.
Does that make and sense or is something else changing?
