I'd GUESS... if they were H-D bags... there would be a logo somewhere and/or a part number.... the part number might have been on a sticker that was removed, but the logo would be on the bags, somewhere... H-D is right proud of their accessories, and label them.
If no logo... I'm thinking aftermarket
but I've been wrong before

They look like aftermarket to me. The holes look like softtail but the molding for the shock makes me think it might also work on a variety of bikes.
