Can you remove the rubber bumper the front fender of an Ultra?

Yes, it comes off easily, just like you said, loosen the bolts. I took it off of my Road King, and took the whole light off as well, had it smoothed out and repainted. It looked sharp. All of that really never served any purpose, at least for me. Good luck.

My '08 stripped including bag gaurds. The back bumper will be soon but I need part # 91140-04 (Bag Brace) first when the bumper goes or I here I will have problems.

Has anyone found a good filler for the holes in the front saddlebag guard so we don't have to buy new ones when taking off the side guards?

I made the mistake of removing the rear bumper during some other work and couldn't figure out why my rear fender wouldn't line back up. Because without the bumper there isn't a bracket to align the fender. So you buy a street glide (or aftermarket ) rear bracket ($40ish)
Can you elaborate? I have a 2008 and took the front and rear bumpers off my Ultra (over a year ago) and I did not put a bracket in place of the rear bumper. I have not noticed any misalignment or any other issues. What should I be looking for? Thank you

I took both off my 05 EGC and didn't have ANY problems. I rode it that way for a couple of years any ways.

I'm not sure about the 08's but definitely on 07's and older.

I'll try and take a picture. The bumper has a built in bracket.

You can buy the bracket without the bumper as others have mentioned here (look back a few posts for the part number)

With out the bracket the fender can and will twist out of alignment.

Some more then others but once you look at it it will make perfect sense.

I took the front bumper off my '09 Ultra (hated the look), but left the rear bumper on (don't notice that one as much). I didn't pull the front wheel, just used a long screwdriver like some others have mentioned.
