This is a set of brukus brand saddlebag secure bolts for harley-davidson touring bikes with hard bags and leather bags. They replace the twist pin system and help prevent theft and the falling off. Included is what you see plus the tool to install and remove the bolts. I bought the kit brand new.

Even though the anchor nuts have a slight pinch to retain the bolt, I'd still use some blue loc-tite on the threads.
