I started my daughter out on the back of my limited at 4, She has an HD helmet. Ohio does have a law that says they must reach the floor boards but she rests her feet on the crash bars, we have passed many police officers without issue.
I would advise against strapping a car seat to the bike for the same reason that we don't wear seatbelts on bikes.

Check your laws. In Arkansas a child has to be 8 years old and have a DOT approved child helmet to be a passenger on a motorcycle.

Paraphrased:
ARKANSAS: Persons under age 8 are prohibited from riding as a passenger on a motorcycle. Passenger seat and foot rest are required. Riders and passengers under the age of 21 are required to wear a helmet.

TENNESSEE: No minimum age for passengers. Passenger seat and footrest are required. Helmet required.

Make sure you are doing everything according to the law. I will bet that someone will report you to the police. Does not matter how safe you are someone will think differently. Good luck your kids will love the ride and remember it forever.

Have you or your husband ever ridden motorcycles or will this be your first go around?

Don't take this wrong but the whole point of motorcycles is to get away from the kids not haul them along and 4 is a bit young yet anyway. My daughter was 6 before I let her on the dike and she had to sit and reach the pegs properly before I would.

If you and your hubby are new to the whole motorcycle thing, then I would hold off on trying to figuring out how to strap a 4 year old on a trike for now. A better, safer course of action would be to take the rider's course, get the bike/trike, and get some experience under your belt. Being a grandpa I would want you to have a minimum of 10 years experience riding prior to taking one of my grandkids on it with you.

If you follow this advise then worrying about a car seat is a non starter. She will be 14 years old can reach the passenger pedals or won't think it is cool to ride with you anyway. Problem solved!

A hack is probably a better solution for safety and legality.
