I would run it counter clockwise, as that is the best way to ride on the PCH, as the view is in front of you and to the right... also, the viewpoints are all to the right side of the road, so you don't have to cross traffice to get to them... as to the Desert Run up... I have never done the vast majority of those roads heading in that direction
