Rubbing Alcohol (91 proof) on a soft cotton rag worked for me like a charm.

Nobody will believe this,and I didn't til I tried it,but aluminum foil.Not sure about rain slickers rubber,but it takes boot rubber right off.Doesn't scratch AT ALL.
