Goof Off from Walmart works great. It's in the paint section. A little on a rag and it'll come off.
Oven cleaner works too but takes longer. Don't get it on your paint. Best way is to spray it on a rag or in the cap and then dip your rag in the cap or use a q-tip. You'll have to leave it soak for a couple hours has been my experience with it.
The Goof Off works instantly. Don't use anything abbrassive obviously.

First I remove as much of it as I can with a piece of wood or toothpick while the pipes are hot. Then I try goof off, paint thinner or some other solvent to get the rest off.
One time I had a spot that just wouldn't come off with anything. Looked like the chrome was permanently discolored. I was about to give up when I thought of trying Mr. Clean Magic Eraser. To my amazement, it removed the mark that I thought was permanent. It really is magic.
