Default electrical problem or built in fail safe?

OK so I've discovered that the bike is not recognizing my HID harness connection as a bulb is connected. I checked for power at the connector with the OE bulb connected and I get a steady test light on hi. Then again with the harness connected and it just flashes. It also just flashes when I don't have a bulb connected at all. I get constant power on lo no matter what. Any thoughts?

How exactly do you mean to do it? I've tried swapping everything around EXCEPT the pos wire on the harness to the ground and the neg wire to the pos terminal on the battery. Was afraid to mess something up. I'm not very knowledgable on the intricits (sp?) on electronics.

EDIT: well now I've done that as well and nothing changed!
