Default Detach backrest/sissy bar question

I have recently bought some detachable side plates for my sissy bar/luggage rack on my 99 low rider PN 53543-95A They do not come with the mounting hardware I was recommended this part:

Does anyone know if this is correct? I have seen a few detachable side plate mounts and this doesn't seem quite right.

Why not just order the ones in the directions for your sideplates?

The one recommended for my bike by this chart:

Is 53527-95b which is not on the harley website as far as I can tell. Just thought it was strange I couldnt find it on the website and it recommended the other brackets.
