You'll probably get a lot of responses that they don't go with all that chrome. I personally like the contrast.

Given that they are already on there, would leave them on. Will lighten up over time.

Did he include the heat shields? Then think the chrome would look better for short shots.

he did include the heat shields but the lower shield is pretty scratched so i would have to paint them. i intend to add more black to the bike to accent the black paint on the fenders to even out the black and chrome. this is what was on there before

Oh, I didn't think to ask if you had the heat shields.
On the flip side you could strip all of the paint off, sand them down and send them out to get chromed. I don't think the process is that expensive for just the shields.
Also, rustoleum makes a flat black, heat resistant spray paint intended for BBQ grills if you're looking to keep the black. Either way I think they'll look good. Congrats on the good deal on the pipes BTW.

Thought about buffing the lower heat shield. It was laid down on. And he buffed the scratches out but... its smooth but NOT shiny. Hard to explain. I would rather ruff both the heat shield and use some high heat header paint I have and make them black then try to resurface the WHOLE bottom of that heat shield.
I know my bike looks pretty and very clean and kinda cruisery for a dyna but for aome reason I dig the rough look of the wrapping. I'm gonna get the fork lowers powder coated black eventually in know that will help a lot.
