Default Painting over Chrome

Is it possible to paint over chrome if I cannot obtain any self-etching primer? I am stationed in Germany and have had no luck finding self-etching primer.

I use this:

Works good. Just use 220 grit paper to rough it up first. It is made for plastic but works good on metal. Or get some etching primer.

I used Plasti-Dip on the belt guard and it worked great. No sanding, no primer. If you don't like it you can peel it off.
