V&H quiet baffles too loud

I bought the vance and Hines 3' slash with regular baffles and they are too noisy for me. I put back the orignial mufflers from HD with Catalytic converters and are going to stay with them Anyone looking for a set of V&H chrome pipes NEW in box Real cheap 100.00 Dr Dave4

So I've modded and reinstalled one baffle. I didn't put in any additional packing/wadding as I thought I'd see what effect the baffle has on its own. Couldn't wait for both to be done so fired it up straight away, and......exactly the same 95db.
So maybe the free sound meter app is useless, but my ears tell me there's no difference as well so I'll add some packing to this baffle and complete the second one and see what that does. It's all reversible anyway so no harm done if there's no impact.
Also I only checked the sound at idle when cold so maybe there's some impact in other conditions.
