What would cause the passive alarm to not activate (lights don't flash and red alarm active light does not illuminate) after shutting off my 2016 Tri Glide?

Just to close the loop on this and as there was not any feedback, the problem was that the battery's in both key fobs were in backwards. This was a newly purchased trike and while I was familiar with the operation of the alarm this one didn't operate the way it was supposed to. Anyway it's all good now but the H-D system has issues if you can drive away wit a bike that has the passive alarm system. Mine would start and the fob was 100 yards away.

 

Are you sure the security system is working? When I got my 14 FLHTK the dealer never activated the security. When the security is working the red light should flash when the bike is off. The system arms itself shortly (about 10-15 seconds) after the ignition is shut off. The directional should flash if the bike is disturbed or an attempt to start the bike is made and the FOB is not detected. If my fob is more than 10 feet away the bike will not start.

If the security was working and you had both fob batteries in backward, making the fobs inactive, did you have to enter your security code each time to start the bike? If not the security is not working. remove the batteries from both fobs and see if the bike starts without entering the code.
