I own a 2013 breakout, and would like to lower the rear as much as I can, without effecting the ride. The stock shocks, need to be replaced with something that will drop rear 2 or 3 inches.

You can only lower it an inch to an inch and a half,If you lower it much more than that,your drive belt will rub the top of the inner primary.

There is no way to lower the Breakout without having an effect on the ride. The lower you go, the stiffer the ride will be. You can combat this with different spring rates or dampening a little, but at the end of the day the reality is all the same. When you have less suspension travel you have to stiffen the suspension to avoid bottoming out.
There are a few different ways to lower the bike. You can buy bolts that will make the shocks longer at rest, you can buy collars that sit between the shocks and the frame that hold the shock open further, you can buy shocks that are meant to be lower, or you can buy air ride. Those suggestions are in order of price as well. For a set of lowering bolts, you could go as low as $20, for air ride, it can be as much as $1500.

You are 100% incorrect. You can ride the Breakout on the bumpstops and the belt will not rub anything.
