Default removing rust from cooling fins

After 20 some odd years of riding I got my 1st Harley, a used 2007 FatBoy.
The engine has diamond cut cooling fins. Some of the fins a have some surface rust on the diamond cut edge. Whats the best way to remove the rust? Ive been trying 0000# steel wool and elbow grease but its not working very well. Any Ideas?

Thks

A Dremal with some metal dies will get the luster back but tedious and time consuming.

A dremel with a cotton buff pad and some really light jewelers rouge .Would be what I use.The cotton wheel would be one of the sewn ones. Then you still beed to be careful so you dont make to big of a cut.
