Starter issue 94 Evo

Starter issue 94 Evo
Need some help. From a fully charged battery I turn the ignition on and hit the start switch. Lights stay bright. I hear one a click at the starter solonoid. I try again and again, then finally the solonoid kicks out the starter and the bike starts.
I have been dealing with this issue for some time now. I replaced the starter breaker, and installed a starter solonoid rebuild kit, and checked all connections to make sure there was no corrosion on contacts. Is it possible that with a fully charged battery all other electrical systems can maintain life but not supply enough juice to complete the starter shaft kick out. I can hear the solonoid click, or maybe I am hearing what I think is the solonoid but instead is the starter relay?????
Anyone know the procedure on electrical component testing, ampreges and voltage that I should be getting on a stock 94 Heritage?

You say a fully charged battery, but that does not necessarily mean the battery is good...
How old is the battery? Have you had it load checked?
Any decent auto parts store will be able to load check the battery.
Next time the problem happens, put your hand on the starter and then push the start button, if the solenoid is operating you will feel it.
The solenoid puts out a fairly loud metallic clack.

Yes it is possible it may be the relay. I will take your advice. The battery is also fairly old. I always thought that with a fully charged battery, even if the battery was weak it would still try to engage. Either way I think I would need a new one before anything as I am finding I have to recharge it steadily.
I have a 94 Heritage Softail. Should the amp flow remain constant from the battery down to the starter or should I expect a drop. Does anyone know what the expected voltage and amperage reading should be on this year of bike.
