That's pretty much what mine looks like at 25K. Same year and model. Mine also has a pretty serious whine from the primary. I have the latest updated Harley auto tensioner ready to install. Hope it helps. My chain also seems way to tight when I opened it up to inspect.
I reset it and reinstalled the original tensioner last week and it was quieter for a few days but eventually it ratcheted back up and is just as noisy.

My 2008 ultra has a noise that is bugging me, I have the new style compensator, but the biggest thing is the shifting clunks, it sounds like your forcing the gears. I was looking at the http://www.sohotbikes.com/wedge.html

2007 models have a history of the self adjusting primary tensioner ratcheting up too tight and overloading the inner primary bearing; premature failure. The whine you are hearing could be the IPB going t!ts up.
Suggest changing the tensioner to the new H-D manual unit (wonder why the MoCo came up with that? hmmm............................) or the Hayden unit. I know, you have to open the primary to adjust, BFD. If you ride 5K-10K miles a year, that means you can go at least three years without checking primary chain adjustment and when you do finally check, most likely, it won't need adjusting.
