ROCKER SHAFT PLUGS/NUT question

Default ROCKER SHAFT PLUGS/NUT question

One is leaking
when tried to remove it to replace the seal it kept spinning with the whole rockershaft
If I hold the nut on the other side, the nut ubolts.
Any input on how to remove the plug? would an impact wrench be overkill? Or a hand drill trying different settings of the clutch?

If you can find a thin nut or grind one down where you could jamb two together. If that doesn't work,jamb them together and bump the plug with an impact.
