94 sportster charging issues
Replaced the stator and stator rotor today. Started up the bike only to have the regulator go up in smoke. Regulator was only 1 year old but a cheap drag specialties one. Wonding what caused this battery was a little low so maybe some of the issue. Dont want to just replace the regulator just to have it burn it up again. Replaced the stator rotor because the magnets had cam loose and were chipped. Any help would be appreciated

Very true. You're motorcycle (just about any bike or car) charging system is designed primarily to maintain your charge and not to charge a weak battery. You might get away with it a couple of times charging it that way, but eventually it will bite you. Always make sure your battery is fully charged. Also a sure way in frying your charging system is by jump starting it. You are better off push starting it when you have a weak battery in case of an emergency and you cant charge your battery first.

I'm not sure on the wiring for your bike because its an older model. But instead of running extra ground wires throughout the bike, I would just clean off any paint at the ground points and take it from there. Do not rely on the ground to come from just the thread part of the bolts used for ground. They can have some paint on the thread surface as well. Also if he used Lock tight or something similar for the bolts, that would restrict the ground also. Cleaning it up and adding some dielectic grease should be fine. You should also check your grounds with an Ohm meter and check for good wire continuity also. Move the wires around a little while checking continuity, you could have a bad wire some where.
