IF I'm not mistaken, the weight limit on the luggage rack on top of the tourpack is 25lbs. Couple of bungees and off you go.
You mentioned that if it rained your wife would have to sit in a wet chair...... wouldn't she (and you) already be wet?? Wife and I ride extensively. We have never been caught in a storm at home, we live on the Southern California desert. We have NEVER passed through Utah without getting drenched. Utah has rained, hailed, and snowed on us, yet we keep going back year after year. Tells you something about riding in Utah, and just riding! Good luck to the two of you!

It can be done.
I am another rider that has carried a wheelchair with my TriGlide for the last 100K miles plus. The easiest and cheapest way to carry the chair is with a hitch mounted folding wheelchair carrier like shown above. The good news is that HD will not cancel your warranty if they see it. The bad news is that the chair is open to the weather and you have to find a way to store the cushion. The really bad news is that it can fall off if you hit a bad pothole. I've had that happen twice in the last 6 years. Of course it didn't cut itself loose completely, but dragging the chair at 65 MPH does some interesting damage.
Like you have read, the best way to carry the chair is in a trailer. I have a MotorTrike Lil Duce trailer that my chair fits into like a glove. All I have to do is fold down the back and drop it in, no tie down required.
A few years back, my TriGlide went belly up on a long distance road trip. The dealership I was towed to never said a word about the trailer! Warranty covered the work and HOG Road America paid for the towing ($500.00 +) and the cost for the night I spent at a local hotel. Like everyone has said, it's all about the dealership you deal with.
