Tuner should be your 1st Mod
Stock 103 HO with only a tuner.
Anyone wondering if they should get a tuner, check out these results from

These come from the factory so lean that they are operating inefficiently, requiring more twist of the throttle to get out of it's own way.
An excellent tune will have it operating at peak efficiency so that you don't need to twist the throttle nearly as much to accomplish the same result.
Of course, most of us like to play with the extra power, that is when the MPG go down.
Power Vision Package is what we use for great tunes.
XiED's are also a great value for budget constraints, and will have a stock to Stage 1 bike running much better than a download.

My fuel consumption on this bike has been just shy of 40.
I'm sure I can get it a bit better, My last bike, 2011 FLTRU, with TTS ran around 43mpg average, and one day, on one trip, one tank running the interstate I got 49mpg, loaded down with all the Mrs. and I's luggage, she was riding her Softail.
As DK said, a proper tune WILL improve the way your engine runs.
