I have noticed the same issue
I will start tinkering this weekend and will post solution if found
I know the fork mounted deflectors helps tremendously on previous limiteds
Yes they say they will not work, however will little mods they worked previously and I will try them this week end on the 14

These worked for my '14 Ultra. They need to clear the bullet blinkers hanging below the fog lamps.

I used the wind deflectors (aka "fangs") from HD. They are a little less obvious and work great. Less wind AND less noise behind the fairing. I have noticed that I don't turn up the volume as high on the highway. Drawback is noticeable heat increase on the back of my thighs, especially at non-highway speeds. They were also only $90. Quality is good, but I wish they came in black.

While I don't have a Rushmore model, I can tell you from experience that if you have wind/air coming up and fluttering your shirt (in my case my goatee) if you hold your arm across your chest and you feel the air holding your arm in position, you have massive air coming up from underneath. I have a 13 Street Glide that had the same issue. Installed the fangs and that helped eliminate 90% of the wind. Hate the looks, but love the effect. I did have to notch the top of the fang to clear the turn siginal housing, but otherwise that did the trick!
Try holding your arm across your chest and see if that doesn't make a change.
